where the money go?

America is so rich, the all world are care about dollar more rich or pool, but why the America government are so pool, and always need to borrowing to keep going. and the total tax revenue of $ 3.6 trillion at 2016, but why America government stall so pool, even don't have money to pay Federal debt interest.

First America government Mandatory Spending are so much, the mandatory spending have Health insurance and earned-benefit programs Social Security, and also have Traffic management and relief payments, and Military expenditure also in the Mandatory Spending, this why the Mandatory Spending will pay a lot of money, like 2016 almost pay $ 2.6 trillion, we can see the almost money pay on Mandatory Spending, only have $ 1 trillion more.
